Indefinite Quantity/ Indefinite Delivery Contract for Airfield Rubber Removal and Striping – Davis Monthan AFB

Utility Construction Company, Inc. was approached by Davis Monthan Air Force Base (DMAFB) and asked to provide a sole source 8(a) cost proposal for the twice annual rubber removal from the runway. UCC was asked to include re-painting of runway striping and well as miscellaneous road striping. Following negotiations UCC was awarded a one year with one option year Rubber Removal and Striping ID/IQ. DMAFB has only a single runway so scheduling of removal operations around a 24-hour, seven day week has provided extensive challenges to the project. Protecting the mission of DMAFB must come first. DMAFB is a combat ready facility and operates around the clock. Work was scheduled during a holiday weekend and at night to minimize impact on Flight Operations. During the first task order to remove rubber from the runway, UCC had to immediately evacuate the runway to accommodate incoming or outgoing aircraft. Careful communications with Flight Operations and the Control Tower was necessary. UCC was able to successful complete the rubber removal process and striping in various areas on airfield without interruption to the mission of DMAFB.
