Davis Monthan Air Force Base – Operations and Maintenance of the Industrial Waste Water Treatment Facility

DMAFB had programmed the contract for the operation and maintenance (O&M) of the Industrial Waste Water Pre-Treatment Plant (IWWPTP) as an 8(a) set-aside project.  DMAFB’s previous contractor had recently graduated from the 8(a) program; DMAFB was going to advertise the opportunity as an open competition for 8(a) businesses only. In August 2007, UCC presented a cost proposal to the 355th Contracting Squadron for the base year and four option years to maintain the IWWPTP.  It was determined that UCC had provided a fair and reasonable and sole source contract for one base year with four option years was issued.  UCC is currently in the third year of the contract – second option year.

UCC provides all tools, materials, supplies, equipment transportation, personnel, labor, supervision, and management necessary to perform IWWPTP O&M services in building 83106 at DMAFB, which includes pumping and disposal of products from various oil/water separators, runway wash water, and miscellaneous streams on DMAFB.   The IWWPTP is designed for automatic operation during normal wastewater pretreatment operations.  Operation and flow is maintained to prevent nuisance odors, interruptions of service, and any violations of discharge limitations.  Facilities are maintained clean and orderly at all times.  Generated waste materials is collected and made available for removal by the Government. In 2009 UCC responded to a contamination by phenols and chlorides at the wash rack that subsequently spread contamination at the IWWPTP. UCC was able to complete the cleanup with minimal impact on other operations.
